Mike Leonard

Mike is a senior policy lead in Ofgem’s heat networks team. He is currently working with the Scottish Government to help deliver the licensing aspect of the Heat Networks (Scotland) Act 2021. Mike has previously worked in a range of regulatory roles, including in communications, parliamentary affairs, and on the codes that govern the gas and electricity markets.
