Plans Unveiled for 35 New Affordable Homes in South Wales

Plans to deliver 35 affordable homes in a South Wales village could bring new life to a long-standing development site, providing much-needed housing for local families and residents.

Hopgrove Construction has unveiled proposals for a residential scheme off Central Avenue in Cefn Fforest, Caerphilly, transforming land where an earlier housing development was never completed.

The project represents an opportunity to address local housing demand while making productive use of an established residential development site.

Creating Homes for Different Housing Needs

The proposed development will include a mixture of two-, three- and four-bedroom houses, alongside one-bedroom apartments and accessible bungalows.

All 35 properties are intended to be affordable homes managed by a registered social landlord.

By incorporating different property types, the scheme aims to accommodate a wider range of households, including families, individuals and residents requiring accessible accommodation.

The proposals also include landscaped open spaces designed to improve the surrounding environment.

Unlocking Long-Standing Development Opportunities

The Central Avenue site has a lengthy planning history, with residential development previously approved approximately two decades ago.

Although road access was installed, the earlier scheme was never completed.

The land remains allocated for housing within the local development plan, creating an opportunity to bring the site back into productive use.

Before submitting a formal planning application to Caerphilly County Borough Council, the developer arranged a public consultation event for residents to review the proposals and provide feedback.

Community Engagement and Housing Delivery

Community consultation is expected to play an important role as the development progresses through the planning process.

For housing industry professionals, the proposals highlight the value of revisiting previously approved or allocated housing sites that have remained undeveloped.

Unlocking these opportunities could contribute to affordable housing delivery while reducing pressure to identify entirely new residential locations.

If approved, the Cefn Fforest development would provide additional affordable accommodation and demonstrate how collaboration between developers, local authorities and registered social landlords can help address local housing needs.

The project remains at the proposal stage, with further progress dependent on the planning process.
