£750m Housing Framework Set to Boost Homebuilding Across Wales
A major £750 million housing procurement framework has been launched in Wales, creating a long-term pipeline of construction opportunities aimed at supporting the delivery of new social and private homes.
Codi Group, Wales’ largest housing association, has launched the collaborative framework alongside housing associations Ateb, Hedyn and United Welsh. Together, the organisations will use the initiative to procure contractors for housing developments across Wales over the next four years.
Codi, which manages around 25,000 homes, will act as the contracting authority, while its three housing association partners will also be able to award contracts through the framework.
Worth up to £750m, the programme will be divided into six lots and is initially scheduled to run until March 2030, with the option of extending it into 2031.
Opportunities for Welsh construction firms
A key feature of the framework is its focus on opening opportunities to both SMEs and larger construction companies, potentially giving a broader range of businesses access to housing projects across Wales.
The initiative will also prioritise early contractor engagement, community benefits, social value and closer collaboration between housing associations and the construction sector.
Neil Barber, Executive Director of Property and Investment at Codi, said the framework would support the organisation’s ambition to deliver homes at scale while continuing to invest in local communities.
The programme will also encourage low-carbon and energy-efficient housing, alongside skills development and training opportunities within communities.
By combining the procurement requirements of four housing associations, the partners hope to establish a clearer and more consistent pipeline of work while securing better value for money.
Supporting Wales’ social housing ambitions
The framework arrives as increasing housing supply in Wales remains a major priority.
The Welsh Government has set a target of delivering 20,000 new social homes by 2030 and has committed to establishing Unnos, a national development body intended to increase the pace and scale of social housing development in Wales.
With hundreds of millions of pounds of potential construction work now available through a single collaborative framework, the initiative could become an important part of the Welsh housing sector’s efforts to deliver new homes, support local contractors and invest in more sustainable communities.
