Scotland’s Housing Crisis Deepens as Housebuilding Falls to Lowest Level in Over a Decade

Scotland’s housing emergency is intensifying as new government figures reveal a significant decline in housebuilding, raising concerns over affordable housing shortages, homelessness and the future of residential development.

Scotland’s housing sector is facing mounting pressure after new Scottish Government statistics revealed that housebuilding completions have fallen to their lowest level in more than a decade.

Just 17,057 new homes were completed in the 12 months to June 2026, representing an 11% decline compared with the previous year and the lowest annual total since 2015.

With homelessness figures reaching record highs, housing organisations are urging greater investment and faster delivery of social and affordable homes.

Social Housing Construction Falls to Historic Lows

The latest figures highlight growing challenges across Scotland’s construction industry, with only 15,543 new homes starting construction during the reporting period, a 2% annual decline.

Of the completed properties, 13,574 were delivered by private developers, while just 3,483 were built within the social housing sector, marking its lowest completion figure since 2007.

Although social housing starts increased by 26%, industry leaders warn that current development levels remain insufficient to address Scotland’s worsening housing shortage.

Gillian McLees, National Director of the Chartered Institute of Housing Scotland, expressed concern over the continued decline in housing delivery, highlighting the urgent need to accelerate construction.

Affordable Housing Shortage Fuels Scotland’s Homelessness Emergency

The slowdown comes as Scotland faces record numbers of households and children living in temporary accommodation.

Housing organisations estimate that approximately 11,000 social and affordable homes must be delivered annually to achieve the Scottish Government’s target of 110,000 homes.

However, with only around 7,100 starts recorded last year, progress remains significantly below the required pace.

Shelter Scotland has warned that prolonged underinvestment in social housing is contributing to the crisis, calling for immediate action to increase affordable housing supply.

Scottish Government Announces £4.9 Billion Housing Investment

In response to growing concerns, the Scottish Government has outlined plans to invest up to £4.9 billion over the next four years to support the delivery of approximately 36,000 affordable homes.

The investment aims to provide secure accommodation for up to 24,000 children while accelerating housing development across Scotland.

The government has also introduced More Homes Scotland, a new agency designed to streamline housing delivery, improve collaboration and increase construction capacity.

Urgent Action Needed to Address Scotland’s Housing Shortage

As Scotland continues to confront its housing emergency, increasing social housing investment and removing barriers to construction will be critical.

With demand for affordable homes continuing to outpace supply, housing associations, developers and policymakers face growing pressure to accelerate delivery and ensure Scotland’s long-term housing needs are met.
