£209m Welsh Housing Regeneration Project Set to Deliver Up to 900 New Homes

A major £209 million housing regeneration scheme in South Wales has taken a significant step forward, with Trivallis appointing Wates Residential to transform the Penrhys estate and deliver hundreds of new homes.

Welsh housing association Trivallis has selected Wates Residential as its development partner for an ambitious £209.3 million regeneration project in Penrhys, Rhondda Cynon Taf.

The landmark development aims to deliver between 800 and 900 new homes over the next decade, revitalising the existing community and creating long-term opportunities for residents.

The appointment follows a year-long procurement process, with Wates selected for its development expertise, quality standards and commitment to community benefits.

Major Investment to Transform Penrhys Housing Estate

The regeneration scheme represents one of Wales’ most significant housing redevelopment opportunities, with the first phase expected to deliver approximately 120 new homes.

Trivallis hopes to secure planning permission from Rhondda Cynon Taf County Borough Council by the end of 2026, with the development contract expected to be finalised in the coming weeks.

More than half of the planned properties will be available for private sale, helping to fund the wider regeneration programme.

The project aims to create a sustainable residential community while improving housing quality and supporting the long-term future of Penrhys.

Regeneration Plans Address Decades of Housing Challenges

Originally completed in 1969, the Penrhys estate once comprised 951 homes.

However, following significant social and economic changes, alongside extensive demolition programmes during the 1990s, the estate now contains approximately 230 tenanted properties.

Trivallis, which acquired the estate through a council housing stock transfer in 2007, is seeking to address ageing housing infrastructure and improve residential conditions.

The local authority has previously highlighted concerns about deteriorating properties, with extensive repairs considered financially unviable.

Trivallis and Wates Residential Commit to Long-Term Community Investment

Louise Attwood, Executive Director of Development, Assets and Sustainability at Trivallis, described the appointment as a landmark moment for Penrhys.

She emphasised the importance of creating high-quality homes while delivering lasting opportunities and benefits for existing and future residents.

Dave Bullock, Wales Regional Director at Wates, also highlighted the scale of the project, describing Penrhys as one of Wales’ most ambitious regeneration opportunities.

Both organisations have committed to working closely with residents, local authorities and stakeholders as development plans progress.

A Significant Step Forward for Housing Regeneration in Wales

The £209.3 million scheme highlights the role of partnerships between housing associations and developers in delivering large-scale residential regeneration.

As Wales continues to address housing quality and supply challenges, the Penrhys project demonstrates the potential for long-term investment to transform existing estates, improve local housing provision and support community regeneration.

Subject to planning approval, the development could become a major example of housing-led regeneration in South Wales.
