New Planning Rules to Fast-Track Thousands of Homes Near England’s Transport Hubs

Thousands of new homes near train stations and transport hubs are set to be fast-tracked across England as the government unveils major changes to the planning system designed to tackle the housing crisis and accelerate economic growth.
Under the new National Planning Policy Framework (NPPF), housing developments within reasonable walking distance of well-connected train, tram and Underground stations will benefit from a default ‘yes’ approach to planning.
The reforms aim to unlock underused land around transport hubs, shorten commuting times and create more sustainable, well-connected communities, while supporting jobs, local businesses and investment.
Unlocking Homes and Economic Growth
The changes form a key part of the government’s ambition to build 1.5 million new homes in England, with ministers confirming that the quarter-way mark towards the target has now been reached.
New minimum expectations will also determine how much housing should be delivered around well-connected stations, encouraging higher-density development where public transport infrastructure is already available.
Housing Secretary Angela Rayner said unlocking homes around transport hubs would allow more people to live closer to work, schools and essential services while supporting local economic growth.
The reforms also align housing development with the government’s integrated transport strategy, promoting greater use of public transport alongside walking, wheeling and cycling.
Planning Reform Goes Further
The overhaul extends beyond housing development near railway stations.
Councils will be given greater flexibility to approve developments that create jobs and deliver shops, leisure facilities, clean energy infrastructure and other services communities need.
Planning bureaucracy will also be reduced, including removing some blanket consultation requirements that ministers say have contributed to delays in the UK planning system. Specialist organisations will instead focus their input on developments where their expertise is most valuable.
At the same time, pubs and music venues will receive additional protection from unnecessary redevelopment, helping preserve important community and cultural spaces.
The government says the package will help move developments from planning approval to construction more quickly, unlocking investment and supporting growth across England.
By combining housing, transport and infrastructure development, the latest reforms represent another major step in the government’s wider strategy to increase housing supply and create better-connected communities across the country.
