Richard Tobutt
Richard is responsible for the strategic management of the Cardiff Capital Region Skills Partnership (CCRSP) which fulfils the Regional Skills Partnership (RSP) role across South East Wales. The RSP acts as a strategic body to inform and influence Welsh Governments planning and funding of post 16 education and training.
Over the years, Richard has acquired extensive experience operating within the education, lifelong learning and skills arena and has developed effective relationships with Government (and its agencies), stakeholders, employers and providers of education and training. As a lecturer he also gained experience of qualification delivery as he led practical and theoretical elements of BTEC, A-Level and NVQ programmes.
Richard also pioneered the work of SkillsActive, the Sector Skills Council (SSC) for Active Leisure, Learning and Well-Being. Here, he led the development of the SSC in Wales for well over a decade before applying his skills across the Devolved Administrations as the Head of Home of Home Country Development. Richard secured inward investment to drive employer-led skills projects including the development of various Apprenticeship Frameworks and National Occupational Standards (NOS).
Before taking up post with the CCRSP, he worked in a Director level role for a well-placed provider of work based learning and he has also operated as a skills consultant on a freelance basis.
