UK’s Largest Net Zero Housing Development Set to Transform Vale of Glamorgan, Wales

The Welsh Government has partnered with Barratt Redrow to deliver the UK’s largest net zero carbon housing development, believed to be one of the largest of its kind in Europe.
Located at Cosmeston Farm in the Vale of Glamorgan, the project will see the construction of 576 highly sustainable homes designed to achieve net zero carbon through cutting-edge technologies and innovative building design. The development will integrate ground source heat pumps, photovoltaic panels, and battery storage to ensure energy efficiency, reduce carbon emissions, and lower bills for residents.
Sustainability and Community at the Core
Half of the new homes will be affordable, with 219 available for social rent, supporting the Welsh Government’s commitment to tackling housing inequality. The development will also include a new primary school, extensive open spaces, and an active travel route, creating a truly sustainable, connected community.
Independent Verification and Quality Assurance
To ensure environmental performance, Cardiff University has been appointed to independently monitor and verify the net zero carbon performance of the homes. This guarantees that each property meets rigorous sustainability standards.
Government and Industry Support
Cabinet Secretary for Housing and Local Government, Jayne Bryant, said:
“This landmark development sets a new standard for sustainable housing not only in Wales but across the UK and beyond. This isn’t just about building homes — it’s about creating thriving communities and tackling the climate emergency head-on. Our net zero policy is driving real investment and real change in how we build the homes Wales desperately needs. The agreement with Barratt Redrow shows what’s possible when we put people and our planet first, and I’m particularly pleased with their commitment to training and apprenticeships, helping to build skills and careers for the next generation.”
David Thomas, Chief Executive of Barratt Redrow, added:
“As one of the leading housebuilders in Wales, we are proud to work with the Welsh Government to create the UK’s largest net zero new community. It will be an exemplar development — a great place to live with fantastic community facilities, strong affordable housing provision, and cutting-edge sustainability credentials.”
Strategic Partnership and Investment
The disposal of the site was managed on behalf of the Welsh Government by Savills, with Scott Caldwell, Director of Cardiff Development, noting:
“This commitment by Barratt Redrow, the largest PLC housebuilder in the UK, is the first of its kind at this scale in the UK. It represents a major investment and leverages extensive industry expertise to demonstrate how large-scale developments can meet strict environmental standards. Lessons from the Cosmeston Farm project will help inform future net zero housing developments across Wales and the UK.”
