Wales Achieves Record-Breaking Surge in Affordable, Low-Carbon Social Housing Delivery

The Welsh Government has released new statistics revealing exceptional progress in affordable housing delivery — signalling Wales’ strongest period of social housing growth in nearly two decades. The latest data highlights a national housing programme defined by ambition, investment and unwavering commitment to building a fairer, greener Wales.

In setting the goal of delivering 20,000 additional low-carbon social homes for rent by 2026, the Welsh Government recognised the scale of the challenge. Backed by an unprecedented £2 billion investment, this remains the largest financial commitment to social housing in Welsh history — and today’s figures show that this bold approach is paying off.

During 2024–25, Wales completed 3,643 affordable homes, marking a 12% year-on-year increase and the highest annual total since records began in 2007. This includes brand-new energy-efficient homes, as well as the acquisition and refurbishment of long-term empty properties to support individuals and families most in need.

With delivery accelerating across all regions, Wales is on track to achieve its landmark housing target. By May 2026, projections indicate the completion of 18,652 low-carbon social homes, with an additional 1,652 homes expected by the end of 2026. This would bring the total to 20,304 homes, surpassing the original target.

This remarkable progress has been achieved against the backdrop of significant global and domestic challenges — including the pandemic, inflationary pressures and post-Brexit supply chain disruptions. Despite these hurdles, Wales continues to outperform expectations, reinforcing housing as one of the Government’s highest priorities.

The Minister expressed sincere thanks to local authorities, housing associations, SME builders and community partners, whose collaboration and commitment have been central to this milestone achievement.

To strengthen transparency and ensure up-to-date monitoring, today’s statistical release includes enhanced management information from delivery partners. This provides clearer insight into housing progress linked to Welsh Government-funded programmes and shows the continued momentum expected throughout the remainder of the Senedd term and beyond.
