Wales to Deliver UK’s Largest Net Zero Housing Development at Cosmeston Farm

The Welsh Government has partnered with Barratt Redrow to deliver the UK’s largest net zero carbon housing development, marking a major milestone for sustainable housing in the UK and one of the largest initiatives of its kind in Europe.

The project, located at Cosmeston Farm in the Vale of Glamorgan, will see the construction of 576 new homesdesigned to achieve net zero carbon through innovative technologies and sustainable building practices. The development will serve as a benchmark for energy-efficient living, creating homes that produce as much energy as they consume, dramatically reducing carbon emissions and advancing the UK’s sustainability goals.

Independent verification of the development’s zero carbon performance will be conducted by Cardiff University, ensuring that every home meets the highest standards of sustainability.

Half of the new homes will be affordable, with 219 properties available for social rent, helping to address housing demand while promoting inclusive communities. The development will also feature a new primary school, extensive open spaces, and an active travel route, fostering a fully integrated, sustainable neighbourhood.

“This landmark development sets a new standard for sustainable housing not only in Wales but across the UK and beyond,” said Jayne Bryant, Cabinet Secretary for Housing and Local Government. “This isn’t just about building homes — it’s about creating thriving communities and tackling the climate emergency head-on. Our net zero policy is driving real investment and real change, and the agreement with Barratt Redrow demonstrates what’s possible when we put people and the planet first.”

The development also includes training and apprenticeship programs, equipping the next generation with skills for the growing green economy.

The disposal of the site was managed by Savills, an international property consultancy. Scott Caldwell, Director of Cardiff Development at Savills, noted:
