Nine-Figure Framework to Modernise Scotland’s Public Sector and Social Housing
More than 20 Scottish firms have secured a place on the Scottish Procurement Alliance’s (SPA) £100 million Refurbishment and Modernisation framework (RM3).
Following a competitive application process, the not-for-profit organisation have selected 21 businesses to which they will award contracts directly and through mini competitions.
With a combined total of £100 million, these contracts will enable each organisation to upgrade and maintain a wide range of social housing and public facilities.
Lesley Anderson, regional director for SPA, said: “We’re constantly seeking ways to help further support the public sector in improving their homes and buildings while ensuring an environmental focus is at the heart of every step.
This framework will empower councils, social landlords, the NHS, and various organisations to efficiently and cost-effectively maintain and upgrade buildings, ensuring they offer warm and comfortable living spaces.
The successful firms cover several regions, including Eastern Scotland, West Central Scotland, Scottish Borders, Dumfries and Galloway, East and North Ayrshire, South Ayrshire, South Lanarkshire, and Highlands and Islands.
RM3 will support organisations across a broad spectrum of works
Some of the home improvements facilitated through RM3 will include kitchen and bathroom upgrades, electrical installations, environmental and external works, and painting and decorating.
The framework will also support multi-disciplinary projects supporting a range of areas including adaptations, roofing, and mould prevention.
Divided into five separate workstreams, RM3 offers various value bands to open opportunities to SMEs across a range of refurbishment projects, with specific value ranges within these workstreams enabling a variety of projects to be delivered with no value restriction.
“RM3 was created through extensive engagement and feedback from public sector organisations and supply chain while also gaining insight and knowledge achieved from the 4 other regions within our group enabling us to understand requirements from both a local and national perspective,” Lesley added.

SPA has been supporting public sector organisations for more than half a century
According to the SPA, which is Scotland’s largest, free-to-join procurement organisation, this latest framework will enable public sector organisations to improve the lives of tenants through their works.
Supported by more than 50 years’ experience, SPA has assisted more than 100 public sector organisations throughout Scotland, ranging from small co-operatives, regional and national RSL’s, and local authorities.
