New Planned and Responsive Maintenance Framework Opportunities Available from Frameworx

NHMF NPC Frameworx is launching new version 8 agreements for Responsive Maintenance and Void Property Works and Planned Maintenance, which also incorporates Net Zero Carbon and Passive Fire Safety Works.

Based on the latest version of the M3NHF Schedule of Rates (version 8), the new agreements bring the opportunity for adopting the latest industry-standard pricing structure in procurement.

David Miller, NPC Frameworx director explains more: 

The existing Planned and Responsive Maintenance agreements were one of the first launched by NPC Frameworx 2 years ago and the market has moved on. We are the only framework provider to be totally aligned with the M3NHF Schedule of Rates, so we have the opportunity to reprocure and align these key agreements to the new v8 edition and the other 2024/2025 agreements (that also work off the latest schedule).

The M3NHF Schedule of Rates v8 incorporates consolidation of modules with more items to reflect the requirements of the market, as well as adjusted and updated pricing including material and labour rates. Version 8 has a total of 3,581 items, many based on client requests incorporating key items such as cyclical decorations, modern heating systems, relevant security systems, new working at height rules, firestopping, glazing variants, DPM Tanking, LED lighting and other updated energy efficiency/ decarbonisation works. The timing of these new agreements means we’ll be procuring under the simplicity of the existing procurement rules, meaning.

“When we launched NPC Frameworx back in 2022 in association with the National Housing Maintenance Forum – which represents 80% of the UK’s housing stock – we were determined to do things differently. We’re not-for-profit where funds are diverted to social value, rather than profit, and we’re able to offer a maximum fee of 1.5%. We wanted to offer greater choice and better value for social housing providers and contractors, and so far, the market has embraced our offering. We’ve just hit £200m of works procured through Frameworx, with a growing pipeline of enquiries. Our existing 2023 Planned and Responsive Maintenance agreements are responsible for a significant  proportion of this pipeline, demonstrating the huge potential available.”

The contract notice is open until 21st February 2025 via the Find a Tender portal. The main CPV 45400000 (Building completion work) includes 3 workstreams: Responsive Maintenance, Void Property Works and Responsive Maintenance and Void Property Works.

Open to tender until 28th February, the new Planned Maintenance, Net Zero Carbon and Passive Fire Safety Works agreement offers 5 workstreams under the main CPV code, 45400000 – Building completion work:

  • Planned Maintenance – External, Communal and Internal Works

  • Passive Fire Safety Works

Simple procurement

Both agreements have two frameworks under each workstream for Direct Award and mini-competition and offer national coverage across England, Wales, Scotland and Northern Ireland, with the ability to operate in specific geographical regions.
